What is the treatment of a prolapsed cloaca?

Lubricate and gently replace the prolapsed tissue. A water soluble lubricant designed for people can be used. Sometimes mild antiseptics are indicated, but be careful not to cause further tissue damage.

If this does not work, the surgery is the only option. Generally, I don’t think you will be able to find many veterinarians who are willing to perform this type of surgery on birds as small as Zebra Finches.
